Marine Equipment CE Certificate

Marine Equipment CE Certificate

Marine equipment CE Certificate is given in accordance with the Marine Equipment Regulation of the European Union dated 23 July 2014 and numbered 2014/90/EU. The purpose of this regulation (MED | Marine Equipment Directive) is to ensure that international safety standards regarding equipment on ships are interpreted in the same way throughout the EU, to increase life safety at sea and to prevent marine pollution. Marine equipment CE Certificate / Mark, unlike other standard CE marking procedures, is arranged as "Wheel Mark" and placed on products. Dimensions, features and how to attach the "wheel" sign, which is similar to the rudder on ships, are explained in detail in the MED. Companies that produce the products mentioned in the regulation and want to obtain a CE Certificate / Wheel Mark for marine equipment are expected to meet the technical, health, safety, documentation and other requirements in MED.

What is Marine Equipment CE Certificate?

The regulation (MED), which regulates the legal requirements for the Wheel Mark, came into full force on 18 September 2016, after being published in 2014. After this date, the previously effective directive 96/98/EC has been repealed. Manufacturers who want to have a CE Certificate / Wheel Mark for marine equipment should consider the rules and principles of the regulation 2014/90/EU when applying for new products. Marine equipment CE Certificate issued under 96/98/EC will remain valid until one of the following occurs under 2014/90/EU:
• Product modification
• Publication of new requirements in later implementing regulations
• Administrative changes required in the existing certificate
If national authorities consider that any regulated equipment poses a risk to maritime safety, human health or the environment, or if the product is not in compliance with the legislation, its supplier should withdraw it.

Marine Equipment CE Certificate Scope

Marine equipment CE Certificate / Wheel Mark is given for the following products:
• Life saving devices - SOLAS (Safety of Life At Sea) III
• Marine pollution prevention equipment - MARPOL (International Convention for the Prevention of Pollution from Ships)
• Fire protection equipment (SOLAS II-2)
• Navigation equipment (SOLAS V)
• Radio communications equipment (SOLAS IV)
• COLREG (Convention on the International Regulations for the Prevention of Collisions at Sea) equipment
• SOLAS II-1 - equipment
The equipment and devices listed above can put Wheel Mark on their products if they meet the requirements mentioned in the MED. Equipment manufacturers can also add an electronic label to their products instead of physically putting this mark. This procedure makes it easy to prevent fraud and monitor the market. The regulatory procedures for marine equipment CE Certificate / Wheel Mark apply to all EU flag ships, regardless of whether the ship is in the EU with the relevant equipment installed.

How to Get Marine Equipment CE Certificate?

MED has established different conformity assessment procedures regarding the Wheel Mark. We can list them as follows:
• Module B: EC Type Examination
This module is part of a conformity assessment procedure in which a notified body reviews the technical design of marine equipment and verifies and confirms that the technical design of the marine equipment meets the relevant requirements.
• Module D: Type Conformity According to Quality Assurance of the Production Process
This module is part of a conformity assessment procedure in which the manufacturer fulfills the obligations set out in the regulation and ensures and declares on his own responsibility that the relevant marine equipment conforms to the type described in the EC type examination certificate. The relevant EC type examination certificate shows that the product meets the requirements of the international documents applicable to it.
• Module E: Type Conformity by Product Quality Assurance
• Module F: Type Conformity by Product Verification
• Module G: Compliance Based on Unit Verification
The marine equipment CE Certification / Wheel Mark process is largely the same as standard CE certification processes. Manufacturers must first determine which requirements of the MED should be taken as reference and whether a notified body will be involved in the process according to the conformity assessment procedure determined. Afterwards, he/she should perform tests, analysis, documentation, calculations, audits, etc. described in the scope of the relevant module. Companies that have successfully completed all the studies can obtain a CE Certificate / Wheel Mark for their products for marine equipment. Information on how to put this sign on the product is also explained in the regulation. You can contact Aşan Danışmanlık on all issues related to Wheel Mark.
